【Abstract】 Building legal government is the inevitable request to realize administration in accordance with law and to construct a harmonious socialist society.The premise of legal government construction is fostering the concept of legal administration,abandoning the idea of individual administration,setting up belief in law,strengthening program consciousness.The foundation of legal government construction is strengthening the legal system construction,being clear about the government function orientation,improving quality of law,and strictly implementing Administrative License Law.The key of legal government construction is strengthening administrative law enforcement,purifying the view of administrative law enforcement,changing the function of the administrative law enforcement,reforming the administrative law enforcement system,and perfecting the administrative law enforcement responsibility investigating system.The guarantee of legal government construction is perfecting supervision mechanism including strengthening and improving democratic supervision,social supervision and internal supervision and special supervision.更多还原
