【摘要】 改革之初,国家采取了向东部沿海地区倾斜的经济发展战略,拉大了东西之间的差距。在东部获得长足发展的条件下,中央将发展战略的重心转向区域间协调发展。将"发展很不平衡"列为影响社会和谐的主要矛盾和问题之首。对发展西部表现出前所有未有的重视。但是,国家现行的均衡发展战略又面临着政府调节困境和公共政策选择困境。在进一步协调发展的过程中,国家必须坚持主体开发原则、利益原则和发展原则,为弱势地区提供更多的支持以保证公平竞争。更多还原

【Abstract】 At the beginning of the reform and opening,east-biased economic policies result in a gap with the west.The strategies have been made to shift from eastern orientation to the balanced development,directly dealing with the imbalance.However,the current strategies are found inefficient enough to manage the public policy options.So the paper proposes principles of state development and benefit in the process of development.更多还原
