【摘要】 我国的行政问责制以宪法为法律渊源,自1982年宪法颁布以来经历了探索、建立、发展三个阶段。由于制度不成熟,行政问责制在问责前和问责实施中,在内容、方式、手段、结果等方面都会出现异化现象。针对造成行政问责制异化的七大原因,应在推进法律建设、加强宪法精神教育、强化民众话语权、发挥监察机关监督作用、鼓励司法机关介入、重视互联网监督等方面切实加强预防工作。更多还原

【Abstract】 With the Constitution as its legal source,the administration accountability system in China has undergone three stages of exploration,establishment and development.Being still immature,there has been some alienation with the system in content,mode,means,results,etc before and during the implementation of accountability.Precautions should be taken against the alienation according to the seven causes to promote national law construction,strengthen spiritual education of Constitution,reinforce people’s discursive power,encourage supervisory function of the judicial organs,attach importance to internet supervision,etc.更多还原
