【摘要】 农村环境保护法制体系不健全,公共财政长期忽视对农村的投入,农村环境保护管理缺位,环境监管能力不足,农民环境维权意识薄弱是造成当前农村水污染的主要原因。完善农村环境法律、法规和标准体系;政府在资金上予以鼓励和支持;健全农村环保机构,建立环保政绩考核机制;发展循环经济,完善生态规划;健全环境准入制度,严格控制农村地区工业污染;加强环保宣传,提高农民的环境意识,强化农民的参与是解决农村水环境污染问题的最终出路。更多还原

【Abstract】 Incomplete legal systems,neglect of investment,lack of administration and supervision,and the farmers’ weak consciousness of environmental protection are the main causes of water pollution in rural areas. Therefore,it is imperative to improve the laws,regulations and standard systems regarding environmental protection in rural areas,strengthen government encouragement and financial support,upgrade rural environmental agencies,and establish mechanisms for assessing the competent officials. Efforts should also be made in developing recycle economy and improving ecological planning,establishing access systems to strictly prevent and control industrial pollution in rural areas,enhancing publicity to improve the farmers’ awareness of environmental protection,and encouraging the farmers’ involvement.更多还原
