【摘要】 从交易费用研究范式入手,以四川平武县人工商品林采伐试点为例,对政府管制与资源配置的关系进行剖析,认为林农获得的木材销售价格并不等于收购商所支付的价格,其间发生了"租金耗费",而这部分耗费则主要由政府的管制成本所构成。因此政府管制导致木材市场中的交易费用过高,阻碍潜在木材交易行为发生,从而最终导致林业资源配置效率的损失。更多还原

【Abstract】 Proceeding from the research paradigm of transaction cost and taking the pilot lumbering plot of artificial forest for example,this paper analyzes the relationship between government control and resource allocation,and argues that the economic return of the forest farmers are not the same as the profit obtained by the middle men,between whom there are some rental costs which are caused by government control.Therefore,government control has resulted in the high transaction cost in timber market,precluded potential timber transaction,and ultimately led to the efficiency loss in allocation of forest resources.更多还原
