中国城市雨洪控制利用模式研究

【摘要】 分析了中国城市雨洪控制利用的现状,指出目前国内该领域仍存在理念落后、控制或利用模式单一、决策与管理系统落后、依靠传统的雨水排放模式和有局限的径流污染控制以及狭义的雨水资源化利用等难以全面解决城市雨水径流带来的各种突出问题。根据多年的研究、应用经验和系统的分析,对城市雨洪控制利用模式进行分类,并对雨洪控制利用模式优选主要影响因素、特点和原则进行了分析,提出了构建中国城市雨洪控制利用综合系统优选模式,并以北京、宁波为例说明这种模式在典型的南、北方城市的具体应用。最后,结合国内外发达城市的经验,指出相关法规、管理措施和激励机制对推行这种综合性雨洪控制利用模式的重要作用,对我国保障雨洪控制利用模式实施的政策制定和激励机制设计提出了建议。

【Abstract】 The current status of urban stormwater management in China is analyzed,and outstanding problems existed in this field are pointed out,such as concept backwardness,shortage of diversification in stormwater management patterns,backwardness in decision-making and management system,excessive dependence on traditional stormwater drainage pattern,limited runoff pollution control and narrow stormwater resource reuse.Based on the research and application experience for many years and some systematic analysis,urban stormwater management patterns are classified.Main influence factors,characteristics and basic principles of pattern optimization are analyzed.A typical integrated system pattern and its application in the projects in Beijing and Ningbo are introduced.Combined with management experience and technological achievements in developed cities at home and abroad,it is proposed that the relevant legal policy and regulations,management measures and incentive mechanism play an important role in implementation of the integrated pattern.Some suggestions for policy making and encouragement mechanism establishing are made.
