【Abstract】 The report of the 17th National Congress of the Communist Party of China had,for the first time,pointed out that culture is part of a state’s soft power and called to the whole party members for a rapid development of socialist culture.The report puts an emphasis on the construction of the common spiritual home for all Chinese by developing traditional Chinese culture.This paper,therefore,discusses and proposes some strategic solutions with regard to the New Rural Culture Construction in Hexi area,Gansu province.The paper covers the following subjects: the geographic features of this area,the operating mechanism,motivation and participation of the partners and stakeholders,level of local people’s recognition,preconditions in terms of economic environment,rules of law and security,as well as the social impact of the cultural construction program.更多还原
