【摘要】 城乡规划管理中所涉及的文化遗产保护的行政争议日益成为媒体和公众关注的焦点,其产生的主要根源在于我国物权制度的建设和落实尚存在欠缺之处;城乡文化遗产保护所涉及的基本问题的法源不全及不统一,社会公众和行政部门对此难以把握,对"为什么保护""保护什么""如何保护""谁来保护"等问题没有达成共识,导致出现矛盾和争议。今后在继续探讨物质性保护的规划策略和工程技术的同时,也要高度重视经济、法律等领域的相关制度建设。更多还原
