企业突发环境事件应急预案支持系统结构设计

【摘要】 突发环境事件应急预案是根据对可能发生的环境事件的类别、危害程度的预测而制定的环境事件应急方案,是突发环境事件应急管理的核心组成部分。但是,作为主要风险源的企业所编制的突发环境事件应急预案尚存在格式不一、信息不完善等缺点,现有的文本预案也不能有效地满足突发环境事件的应急需求。另外,针对企业编制的应急预案支持系统的研究目前也较少。为了规范突发环境事件应急预案的编制,同时为突发环境事件应急管理提供技术支持,文章根据国家突发环境事件应急预案及上海市相关应急预案的内容框架,对上海市120家企业的突发环境事件应急预案进行研究。在此基础上,根据全过程管理思想,利用Access数据库技术开发出了一套相对完善的企业突发环境事件应急预案支持系统,并对该系统的设计过程和实际运行进行了介绍。

【Abstract】 The environmental emergency plan is an environmental emergency response scheme,which is worked out according to the category and potential harm of possible environmental accidents,and is the core of environment emergency management. However,the environmental emergency plans of enterprises which are the main risk source still exit the shortcomings such as different format and imperfect information. The exiting environmental emergency plans which are text format also can not effectively meet the sudden demand for environmental emergency. In addition,the research on enterprise environmental emergency plan supporting system is little. In order to regulate the establishment of environmental emergency plan and provide technical support for environmental emergency management,in accordance with the contents and frameworks of the national environmental emergency plan and Shanghai relevant plans,the plans of 120 enterprises in Shanghai are studied. Based on the entire process of management,a set of relatively complete enterprise environmental emergency plan supporting system is developed using the Access database technology. The design process and actual operation of the system are also described.
