【Abstract】 Ma Yinchu is a conscious intellectual pursuit of truth.At the beginning of the founding of the nation,he acted according to the situation which at that time the population increased sharply to express "New Population Theory",but his theory received suppression,and was put aside.When practices proves its accuracy fully,the country in this domain already detoured,already presented "wrong batch of one person,increases 300,000,000 persons by mistake" situation.The paper takes Ma Yinchu’s bitter experience as the example to elaborate three kinds of main manifestation of speech freedom,and its relations with national development.It points out that treating the freedom of speech tolerantly and kindly treating the new thought are the scientific attitudes to speech freedom.更多还原
