应用网络分析法的发电企业运营绩效综合评价

【摘要】 针对电力企业绩效评价过程定性指标难以定量化处理和指标之间相互关联与依存的问题,构建了发电企业运营绩效综合评价指标体系,分析了评价指标之间相互影响和制约关系,建立了基于网络分析法(analytic network process,ANP)的发电企业运营绩效综合评价模型,推导了模型求解的具体过程。以某发电企业的4家电厂为例,应用基于ANP的绩效评价模型对电厂运营绩效的效用值排序,为发电企业优化运营绩效提供决策支持。实例研究和对比分析验证了基于ANP的发电企业运营绩效综合评价的可行性和有效性。

【Abstract】 In view of the difficulty to quantitatively process qualitative indices and the interdependence among indices during the evaluation of operational performance of power enterprise,a comprehensive index system to evaluate operational performance of power enterprise is constructed;the interaction and mutual restraint among evaluation indices are analyzed;an analytic network process(ANP) based comprehensive valuation model for operational performance of power generation enterprises is built,and the concrete process to solve the proposed model is derived.Taking four power plants belonging to a certain power generation enterprise for example and using the proposed ANP-based comprehensive valuation model,the sequence of utility values of power plants’ operational performances are ordered to offer decision-making support for the optimal operational performance of power generation enterprise.The effectiveness and feasibility of the proposed ANP-based comprehensive evaluation of operational performance of power generation enterprise are verified by the results of case study and contrastive analysis.
