【摘要】 为激励发电商申报体现机组可变发电成本的电量电价,通过引入电力不足概率将备用容量电价和电量电价相结合作为综合报价,建立基于综合报价的旋转备用调度新模型。通过严密的数字推导,对所提模型和原有的基于容量电价排序调度模型进行有效性分析,分析表明所提模型能有效地抑制发电商在容量电价上的策略性竞价。以IEEE-30节点系统为例,对两种模型在出清结果、价格曲线和购买费用等方面进行了详细的分析和对比,验证了该模型的有效性。更多还原

【Abstract】 A new method for procuring spinning reserve is proposed in the paper,combining the capacity price and energy price into an integrated index via the reliability index-LOLP.An effective analysis of the proposed method which procures the offers in the rank order of the integrated price and the quondam method which procures the offers in the rank order of the capacity price indicates that the proposed method can lead a bidder to reveal the variable generation costs in the energy price bid and prohibit the strategic bid of the bidders.Using IEEE-30 system,a detailed analysis on procuring results and cost curves of the quondam and the proposed method is made,which shows the proposed method is valid.更多还原
