【Abstract】 ’Openness’ and ’sharing’ are among the core values of open universities in China.Regional co-building and sharing of learning materials is an essential step towards forging the competitive edge of the Open University(OU) system in China,and it is also the very basis for improving ODE quality.This article deals with the operational mechanism and possible obstacles for sustainable development in co-building and sharing of learning materials in the OU’s in Western China.The authors posit that an innovative co-building and sharing mechanism needs innovations in three factors,administrative system,resources and technology.First,a series of administrative rules and principles are to be articulated and improved,hence to develop a sharing culture within the area;secondly,construction of a regional educational resource center is to be accelerated with more man power and money invested;technological innovations are to be employed to develop a web-based regional educational resource center.更多还原
