【摘要】 1949年中华人民共和国成立后,"海外华人"群体进入美国高层的政策视野,成为美国积极拉拢、扶植反共的重要目标;朝鲜战争爆发后,台湾作为"所有反共华人的唯一基地"的作用得到确认,美国国家安全委员会随即通过NSC146/2号文件,指示其下属的行动协调委员会立即开展以反华保台为目标的"海外华人"心理战项目。通过对冷战初期"海外华人项目"确立及演变的历史,可以揭示美国使用"除战争以外一切手段"来实现其冷战目标的政策实质,亦可探讨美国在政策实践过程中的能力有限性。更多还原

【Abstract】 Soon after the establishment of the People’s Republic of China,the overseas Chinese communities became an important element of American psychological warfare,which identified anti-communism as a main objective of its Cold War efforts.With the breaking out of the Korean War,Taiwan’s position to be "the only focal point to which anti-Communist Chinese can rally" was confirmed by the US high-level leaders.As a result,the National Security Council issued a policy paper of NSC 146/2,which,among others,directed the formation of Overseas Chinese program aiming at anti-China and pro-Taiwan,under control of the Operation Coordinating Board.By tracing the history of Overseas Chinese program,this paper tries to reveal the essence of American cold war policy illustrated by "all means short of war" ,and to discuss the limitation of American power in the process of policy implementation.更多还原
