【摘要】 土地开发整理是现阶段我国实现耕地总量动态平衡的主要途径,在实现土地资源优化配置、增加土地效益和改善生态环境方面具有重要的作用,因而成为社会关注的焦点。开展土地开发整理工作是实现建设占用耕地与补充耕地相平衡、保障经济社会发展、促进土地集约利用、提高土地质量和产出率的最有效途径和措施之一。本文主要探讨土地开发整理的概念、内涵,分析土地开发整理目的、任务、内容和基本原则,总结我国土地开发整理的基本特征及土地开发整理的基本状况,审视当前我国土地开发整理工作的意义及当前土地开发整理存在问题,提出发展建议。更多还原

【Abstract】 Land development and arrangement is the main approach of keeping farmland balance.And it plays a key role in allocating land resources,increasing land benefits and perfecting the environment,therefore,it gains much attention these years.Land development and arrangement is the most effective way to balance the occupied farmland and the supplemental one,keep the social and economic growth,save the land,and enhance the land quality and productivity.In this paper,the definition and contents of land development and arrangement are introduced,the basic principals and goals are analyzed.In the end,we have concluded the basic features and situations of Chinese land development and arrangement and raise some suggestions to the existing problems.更多还原
