【摘要】 作为我国政策性银行商业化运作的破冰之旅,目前国家开发银行的改革进入关键转型期,改革方向的"暂时缺失"与外部制度安排的"长期缺失"是关键转型期的本质特征。通过对核心问题的梳理和澄清,本文对开发银行转型后的机构定位、制度安排、监管标准、业务重点、发展模式等做出系统的阐述。本文的目的,是在后危机时代与关键转型期的关键时点,对开发银行改革事关前途发展的突破口提出整体思考,通过改革路径的明晰和业务模式的整合,确立开发银行成功走向未来的基本思路。更多还原
