【摘要】 在详尽地考察我国变通立法的实际需求状况、变通立法的时间分布、地域分布、民族分布、立法的主体、表现形式、修订与废止等问题的基础上,总结我国变通立法存在的问题。提出了开展变通立法专项检查,建立科学的民族法律清理制度,制定《自治条例、单行条例制定程序条例》,拓展变通立法内容,重视吸收少数民族习惯法,努力提高立法技术水平,及时修订变通立法等对策建议,为完善民族自治地方变通立法提供有价值的参考。更多还原

【Abstract】 In this paper,problems existing in the legislation of law accommodation in China are summarized based on the detailed study of the actual demand,time,geographic,ethnic distribution of law accommodation legislation,and the main body,forms,amendment and repeal of legislation.Meanwhile,corresponding proposals are put forward for the special inspection of law accommodation legislation,such as the establishment of a scientific national legal clean-up system,the enacting of "autonomous regulations and separate regulations procedure act",the expansion of the content of law accommodation legislation,the adoption of customary law,the improvement of legislation level and the timely amendment of law accommodation legislation.These proposals may be valuable for the legislation of law accommodation in national autonomous areas.更多还原
