【Abstract】 Air traffic congest engenders huge economic loss,and it is also very dangerous to flight. Ground-holding is a policy used in solving the air traffic congest problem widely because of its’ economy and safety,and it can turn air-holding into ground-holding in the airport where aircraft takes off.
