【Abstract】 United Nations General Assembly adopted Declaration of the Indian Ocean as a Zone of Peace in 1971.But it failed to shape for nearly 40 years.The reasons are the limitations of the Declaration in 1971 and related resolutions of the UN General Assembly,contradictions and conflicts of Indian Ocean littoral and hinterland countries as well as interference and rivalry of the extra-regional powers.更多还原
