【摘要】 在异地商会的管理制度中,"登记在省"、"一地一会"、只许发展单位会员和不准成立省内异地商会等规定严重制约了异地商会的发展,并在执行中流于形式。异地商会之所以能够突破制度约束而"超前"发展,主要原因在于俱乐部组织的边界约束、地方政府的政绩诉求和企业家的利益驱动。当前急需推进异地商会的管理体制创新,重新定义异地商会,废除"登记在省"、"一地一会"和"单位会员"等规定,鼓励异地商会联合和成立分会,明确异地商会的职能边界,加强对异地商会的绩效评估。更多还原

【Abstract】 In management of non-local chamber of business,the regulations of "Provincial Registration","One Place One chamber","Only Unit Membership" and "No Establishment of Inter-Province non-local chamber of business" severely restrict the development of non-local chamber on the one hand,while on the other hand,they are not substantially carried out.The more-than-scheduled development of non-local chamber of business mainly depends on club’s marginal regulation,local government’s demands for political achievement and entrepreneur’s interest-pursuit.Hence it urges us to provide policy innovations for non-local chamber of business,which includes redefining non-local chamber of business,abolishing the regulations of "Provincial Registration","One Place One chamber" and "Only Unit Membership",encouraging federation and branch,well defining functions and evaluating performance of non-local chamber of business.更多还原
