【摘要】 实现基本公共服务均等化是构建服务型政府的一项重要任务,必须要有正确的认识和良好的体制机制保障。强化政府公共服务职责,就要加快建设公共服务型政府,有效地发挥政府在基本公共服务中的主体地位和主导作用。本文认为,建设适应基本公共服务均等化要求的服务型政府是现代政府的基本目标要求,也是各级政府都应恪守的价值观和各级政府的执政理念。公共服务的均等化不是平均化,推进基本公共服务均等化要有重点、有突破口,要有所倾斜地制定和实施基本公共服务均等化政策。更多还原

【Abstract】 Realization of the basic public service equalization is an important task for building a service-oriented government,and it must be guaranteed by the correct understanding and the good institutions and mechanisms.Strengthening government public service functions is to clarify and specify its conception of people-oriented governance,to accelerate building a service-oriented government,and to effectively play the leading role of the government in basic public services.However,equalization is not to average the basic public services,and promoting equalization requires the government to develop and implement equalization policies first by means of emphasis,breakthrough and inclination.To build a service-oriented government under the requirement of basic public service equalization is not only the fundamental objective but also the value and philosophy for any government to abide by.更多还原
