【摘要】 在风景区旅游设施,其选址是否合理是环境影响评价中的重点。在视觉敏感的位置建设旅游设施,将会对景观资源产生长远的不利影响。因此建设项目的选址应尽量避开视觉敏感的地方,以避免或减少建设项目对风景区的景观影响。论文以某旅游区索道建设为例,利用地理信息系统,首先分析景区主要景点、休闲场所、旅游线路和周围交通干线等视觉敏感观察点的可见度,表明索道1/3位于高可见区或较高可见区内。进而进行索道的可见度分析,表明景区内7个景点和1条主要旅游线路及景区外的1条二级公路处在索道的可见区内。最后分析索道对可见区内的敏感观察地点的景观影响,表明索道对景区内的7个景点和1条主要旅游线路景观影响较大。从以上分析得出索道的选址不合理,需要重新选址或者修整方案。论文在对视觉敏感观察点的可见度和项目区景观质量分析的基础上,提出了索道选址的建议区域或采用降低索道高度的措施可避免或减小索道建设对风景区的景观影响。更多还原

【Abstract】 It is very important to determine the location for building project facilities in scenic areas.Once the project facilities are located in the visual sensitive sites,it will impose long-term adverse effect on the scenic resources.Taking cable construction of a tourist resort as an example,with the aid of geographic information system,the visibility is analyzed from sensitive viewing locations,such as main scenic spots,recreation use areas,traveling routes within scenic areas and main roads outside scenic areas.It is indicated that about 1/3 of the cable facilities is located at the high visibility from sensitive viewing locations.By analyzing the visibility from cable line,7 scenic spots,recreation use areas,Yinghe River traveling route within Tourist Resort and one road outside Tourist Resort can be seen from cable line.Using the USDA Visual Management System(VMS) and USBLM Visual Resources Management(VRM) to analyze the visual impact of the cable facilities on sensitive viewing locations,it is indicated that the cable facilities will impose strong impact on 7 scenic spots,recreation use areas and Yinghe River traveling route.The above analysis revealed that the location of the cable facilities is irrational,and alternative locations should be considered or the plan of project facilities should be adjusted.In order to avoid the visual impact on scenic resources of the project facilities in scenic areas,the cable line should stay away from being located at high visibility from sensitive viewing locations.On the basis of visibility analysis from sensitive viewing locations and the beauty of project areas,the alternative locations of the cable line are suggested.If the alternative locations would not satisfy engineering construction’s requirement,and the original plan must be maintained,the height of the cable facilities from bracket 7th to 8th and from bracket 9th to 10th,which cross mountain valley,should be descended to reduce the high visibility,since the high visibility here comes from the altitude variance between the cable and the valley.The visibility analysis is the important basis for assessing the locations of project facilities.In scenic areas,the visibility analysis should be considered not only terrain’s elevation but also the height of the vegetation and the project facilities.Only in this way can the visibility achieve the better results.The landscape impact assessment is a new topic.Until today,there is still not a comprehensive method for landscape impact assessment in our country.Based on the landscape ecology and the landscape esthetics,and with the geographic information system,the method of the landscape impact assessment in scenic areas is discussed and expected to improve the level of the landscape impact assessment.更多还原
