【摘要】 对于本来就财政薄弱的欠发达地区农村而言,应尽快走出"新农村建设必须靠政府加大财政投入,增加公共产品供给"的认识误区。文章结合对湘西州吉首市马鞍山村新农村建设的实证研究与文献分析,提出通过股份合作、民间融资、建立乡镇村级间的互助基金等多种方式,多渠道筹措资金解决农村公共产品供给资金不足的问题;同时,通过重构地方各级农村公共产品供给决策机制和需求表达机制,构建"多中心"的治理模式,从根本上革新原有的供给制,实现农村公共产品的长期充足、有效供给。更多还原

【Abstract】 For the less-developed rural areas of weak finances,we must as soon as possible go rid of the misunderstanding that think that new countryside construction in rural areas must rely on the government to increase financial input and the supply of public goods.On the basis of empirical research in new countryside construction in rural areas such as Ma’anshan village which in Jishou city of western Hunan and of the comparative analysis of documents,we propose that we can solve the problem of inadequate supply of public goods and services in rural areas by many ways such as joint-stock cooperation,civil financing and the establishment of mutual funds among townships and villages etc.At the same time, we can also construct the "polycentrism govern pattern" so as to reform the original supply system thoroughly through reconstructing the decision-making mechanism of supply of public goods and services and the expression mechanism of demand in all levels of rural areas.Through these ways what have been discussed we maybe realize long-term supply of public goods and services in rural areas adequately and effectively.更多还原
