天津市的突发性大气污染事故预警应急系统研究
Forecasting and Emergency Response System for Air Pollution Accidents in Tianjin
【摘要】 为快速确定大气突发污染事故的性质及可能的危险区域范围,天津市建立了基于中尺度天气预报系统的突发性大气污染事故预警应急系统,其核心是大气扩散模型。系统由应急基础信息库、大气污染模型库和灾后风险评估3个子系统组成。天津奥运赛事期间业务运行结果表明:该系统能够快速对意外事故导致的大气污染进行模拟和预测,并将模拟预测结果和基础信息叠加制成风险评估专题图,从而为相关部门采取的紧急疏散等应急措施提供有价值的参考。
【Abstract】 A forecasting and emergency response system for air pollution accidents is established in order to identify the nature and affected areas of a certain air pollution accident.The system consists of three sub-systems including basic information database,atmospheric diffusion model and accident risk evaluation model.The system can timely and effectively simulate the variation of the diffusion route and affected areas with the appropriate atmospheric diffusion model,integrate the calculated result with the basic geographical information and work out the accident risk evaluation map,which can provide the relative department powerful and valuable information.
