继电保护隐患的运行风险在线评估

【摘要】 继电保护隐患会导致继电保护不正确动作,危害电网安全。该文从调度中心角度研究继电保护隐患对电网安全的影响,提出了继电保护隐患的运行风险评估方法。采用事件树方法分析计算继电保护隐患的暴发概率,选取严重性指标度量继电保护隐患暴发的后果,用风险作为指标定量评估继电保护隐患对电网安全的影响。针对导致继电保护隐患的2个主要原因:不合理保护定值和继电保护系统硬件缺陷,分别进行运行风险评估。某省级电网的算例表明,通过计算运行风险可以全面定量刻画电网中继电保护隐患,发现继电保护隐患中的薄弱环节。

【Abstract】 Hidden failures in protection system will cause the incorrect action of relay protection and then derogate the power system.From the point of the system control center,the influence of hidden failures of protection relay to power system security was investigated.An operating risk assessment algorithm for hidden failures was developed,which could calculate the conditional probability using event tree method and evaluate the severity of hidden failures.In the proposed method,two main reasons of hidden failures including incorrect relay setting and hardware defect in protection system were both formulated.The operation risk assessment module using the proposed method was tested in a provincial power network in China and proved practical.
