【摘要】 通过对两淮煤矿区地面塌陷及治理现状的实地调查和综合研究,分析了煤炭增长与矿城失地的矛盾根源,讨论了如何用整体的观点来考察煤炭增长与矿城失地的博弈关系,并提出了煤炭增长与矿城失地的应对之策:(1)煤炭开发必须科学规划;(2)合理开发利用煤炭资源和土地资源;(3)煤炭开发中要切实保护好生态环境;(4)警惕过度开发危及城市地质安全;(5)正确处理国家、企业与市场的关系。更多还原

【Abstract】 Through the field investigation and comprehensive study on the land collapse and its improvement status in Huainan-Huaibei coal mines,the paper analyzes the cause of contradiction between increasing coal output and lost-lands of mine city,discusses how to study and grasp the game relation between coal output increasing and land losing of mine-city.Finally,the paper puts forward the next proposals to solve the contradiction:1.draw up scientific plan of coal exploitation;2.rationally exploit and use coal and land resources;3.protect ecological environment well in the course of coal exploitation;4.avoid excessive exploitation in order to guarantee urban geological safety;5.correctly handle the relation between state,enterprise and market.更多还原
