【摘要】 从集体林权改革中的利益相关者的利益诉求的现状着手,指出存在的问题:林农在改革中参与度较低,公益林补偿标准低,分散的林地不利于规模化经营,导致林产品缺乏市场竞争力;林业税费的取消,集体收入缺乏连续性;抛荒现象较为严重,生态环境遭到破坏。提出建立良好利益互动关系的几点建议:坚持林农的经营主体地位,完善林权流转市场,加大财政转移支持力度,增加集体收入,提高生态效益补偿标准,加强林农的环境生态意识。更多还原

【Abstract】 Tries to embark on the benefit claim of the relations of all interests subject,and points out some problems of their relationship:Foresters have a low participation in the right reform,compensation standard of public welfare forest is low,scattered woodland is not conducive to large-scale operation,being lack of market competitiveness of forest products;cancellation of forestry taxes results in a lack of continuity of collective income;Abandoned phenomenon is more serious,environment has been damaged somewhere.Countermeasures to establish excellent Interests Interaction pattern are put forward:Stick to the status of foresters of business entities,the government has the responsibility to improve the transfer of forest markets,improving forestry information delivery systems,the state increases financial transfers to increase the collective income,improves the ecological benefit compensation standards and enhance the environmental awareness of foresters.更多还原
