【摘要】 西方公共管理理论的发展,经过了政治与行政二分阶段、行政原则阶段、公共行政即政治学阶段、公共管理阶段,其演进轨迹表明这一理论是建立在政治与行政分离的逻辑基点上,其目的是为多元政治交接时公共事务不受影响而服务的。理论本身的建构是从经济学、管理学等学科多方寻求理论和技术的支持,但其间并没有经过系统的梳理。在我国一元政治和规范管理大量缺失的情形下,如果照搬西方公共管理理论,将会形成有管理无公共的尴尬之境,国外公共管理的知识、技能、概念与工具,在引入我国后,将会产生格格不入甚至失灵的情形。更多还原

【Abstract】 The development of Western public administration theory underwent the binary stage of politics and administration,the stage of administration principles,the stage of public administration or politics,and the stage of public administration.Its evolutionary track demonstrates that this theory is based on the logic starting point of the separation between politics an administration with the purpose of serving the transition of the multi-politics with avoidance of public affairs being affected.The construct of theory itself was made through turning to such disci-plines as economics and management science for theoretical and technical support,but there was no systematic se-quencing.Under the circumstances of our country’s unitary politics and the large-scale shortage of regular adminis-tration,we will lapse into the awkward situation with management but without public if we copy Western public administration theory.Upon the introduction of foreign public administration knowledge,techniques,concept and implements,there might emerge a situation of going against the grain,or even going astray.更多还原
