各方对《关于深化医药卫生体制改革的意见(征求意见稿)》的意见(综述1)——完善政府筹资职能为新医改方案的重中之重
Review 1 of opinions of China medical reform draft plan:to nail down the government’s financing function is the crucial key of the medical reform
【摘要】 归纳总结各方观点认为,新医改方案的重中之重为明确政府的职能尤其是筹资职能,这是改革成败的关键。如政府投入不落实,则医改将成为空谈,要注重政府责任与市场化并举,同时需避免增大行政寻租的空间。而无论是投需方还是投供方,医疗保障体系和公共卫生服务体系的建设与完善中,政府建立稳定的筹资增长机制均责无旁贷。
【Abstract】 In summary of opinions from public,to nail down the government’s functions,especially the financing function is the crucial key of the medical reform.To fulfill the financing function and strengthen the government’s duty in the process of medical service market reformation both play very important role in the medical reform,and also in the construction of health insurance system and public health service system.
