【摘要】 文章围绕我国发展非公立医院的目的,通过文献研究,结合实际调查,针对阻碍我国非公立医院公平健康发展的问题及原因,提出几点思考:我国应优先发展具有一定规模、有专科特色或针对高端人群服务的非公立医院,主要鼓励发展非营利性非公立医院;限制小规模非公立医院的数量,优先鼓励社会资本参与现有医院转制;需要严抓执行层面的政策落实,给予非公立医院平等待遇;需要在人事、资产管理、税收等有关政策方面取得突破;需要建立较完善的监管体制,加强医院信息的披露和公开;各项监管应对公立医院同步进行。更多还原

【Abstract】 Focus on China’s development objective of private hospitals,through literature study and in combination with the investigation,put forward some thoughts in view of the problems and their reasons that impede the healthy and fair development of private hospitals in China: Our country should give priority to the development of the private hospitals which have a certain scale,have special characteristics or service for the high-end population,limit the number of small-scale private hospitals,give priority to encourage social capital to participate in restructuring the existing hospitals; mainly to encourage the development of non-profit private hospitals; need to be strict with the implement of the policy,give equal treatment to private hospitals; need to make a breakthrough for personnel,asset management,taxation and other relevant policies; need to establish a quite perfect regulatory system,strengthen the information disclosure; need to supervise the public hospitals at the same time.更多还原
