【摘要】 数字资源网络存储系统建设目前存在着责、权、利不统一,没有建设标准,盲目建设和资金投入不理性等问题。究其原因是由于建设制度设计不足、决策者认知与决策不足、评估机制不足、技术运用与实施操控不足、存储系统建设复杂性等原因形成的。搞好此项建设工作要构建决策失误防范机制、建立项目可行性逆向论证制度、实行项目建设技术责任制和建立项目效益评估机制,籍以规范数字资源网络存储系统建设。更多还原

【Abstract】 There currently exists the problems such as the inconformity between the duty,rights and interests,the lack of construction standards,and the blindness in construction and the irrational capital investment in the digital resources network storage systems in university library.These are attribute to the inadequate design of the system construction,the cognitive deficiencies of decision makers,misuse of technology and so on.The paper argues that only the followings are correctly done that can the digital resources network storage system be built smoothly:building a mechanism to prevent errors in decision-making,establishing the infeasibility argumentation system of the project,practicing technical responsibility in the project construction and establishing key measures on assessment mechanism of the project.更多还原
