【摘要】 自1994年3月天津市提出滨海新区开发计划以来,滨海新区区域一体化发展取得了巨大成绩,同时也存在很多问题。特别是管理体制问题长期以来没有理顺,已经成为滨海新区开放开发的掣肘和亟待解决的问题。在借鉴上海浦东新区发展经验的基础上,我们提出滨海新区管理体制改革的原则和三个改革方案,并在对其进行优劣势分析的基础上作出阶段性选择,以促进滨海新区行政管理体制的发展。更多还原

【Abstract】 Binhai New Area has made some important progress in the economy of the regional cooperation since the March in 1994,but it has some conflicts,too.Based on the analysis in administrative system of Binhai New Area and the experience of Pudong New Area in Shanghai City,we put forward the administrative-system reformational principles and three projects to be chosen in different development phases of the regional cooperation in Binhai New Area.更多还原
