【摘要】 城市抗震防灾控制力是指城市系统(包括行政组织、法律法规、城市规划、公共设施等)处置地震灾害的能力。居住区规划应通过对居住区抗震防灾设施条件和空间场地的要求,实现其对居住区抗震防灾总体能力的控制。文章通过对我国城市现行居住区规划编制和法规体系的分析,探讨其抗震防灾控制力的缺失,提出加强详细规划阶段居住区抗震防灾专项规划编制内容和优化《城市居住区规划设计规范》等规划法规的具体建议。更多还原

【Abstract】 Urban anti-seismatic control refers to the power of a city with its administrative establishments,laws and regulations,city planning and public facilities,etc,when confronting earthquake disaster.The planning of residential communities should exert and realize its power upon the anti-seismic control over the communities through its requirments upon the condition of the facilities and space in all residential areas as preventive measures.The article points out the weaknesses of the present system of policies,laws and regulations on city planning in the respect of antiseismic control,and then puts foward specific suggestions to enhance the power.更多还原
