【摘要】 都市农业已成为世界各国特大城市、现代化大都市郊区农业发展的趋势和方向。作为与都市经济和人民生活息息相关的基础产业,它具有保障生活、发展经济、稳定社会、平衡生态和旅游休闲等作用。针对西安市都市农业发展的现状,采用SWOT分析法并借鉴国内外经验,提出西安市政府加快都市农业发展的对策建议。其一,做好规划,发挥政策引导功能;其二,提供社会化服务体系,创造良好的外部环境;其三,完善制度,配套法规;其四,加大投融资力度;其五,培训新型农民,提供科技支撑;其六,完善政府管理体制,创新发展理念。更多还原

【Abstract】 Big cities,modern metropolis around the world tend to develop agriculture in suburbs.As a basic industry,suburban agriculture is closely associated with urban economy and people’s life and has the functions of ensuring life,developing economy,stabilizing society,balancing ecology and tourism.Studies on the present situation of urban agriculture in Xi’an city by SWOT analysis indicate the countermeasures as follows: Firstly,the municipal government has to serve its guiding function by making correct overall plans.Secondly,socialized service system and favorite external environment have to be provided.Thirdly,their must be complete rules and laws.Fourthly,investments and circulating funds have to be increased.Fifthly,modern farmers have to be trained for technical support.Sixthly,management system of the municipal government has to be perfected and creative development concepts have to be cultivated.更多还原
