【摘要】 农民工是在我国工业化和城镇化进程中形成的一个特殊社会群体,他们在为城市繁荣和农村发展做出重大贡献的同时,却没有享受到应有的社会保障。本文从城乡统筹的视角,考察农民工社会保障的现状,深入剖析农民工社会保障权益缺失的原因,并提出在城乡统筹背景下,重新构建我国社会保障体系,从根本上打破城乡分立的二元社会保障结构,着力于建立全国统一、覆盖城乡居民、城乡和地区保障待遇有所差别的社会保障体系,以此一并解决农民工的社会保障问题。更多还原

【Abstract】 Migrant workers are special social groups in China’s industrialization and urbanization process. Migrant workers made a significant contribution to urban prosperity and rural development, but they didn’t enjoy social security that is due. From the perspective of urban and rural areas, this article inspects social security situation of migrant workers, analyzes the reason for social security interests loss. This article proposes to reconstruct China’s social security system under the background of urban and rural areas. This article suggests breaking the dual urban -rural division of social security structure and establishing the social security system of national unity, covering both urban and rural residents, different urban and regional security benefits. At the same time, the social security of migrant workers can be solved.更多还原
