【Abstract】 Fridtjof Nansen was the first League of Nations High Commissioner for Refugees in the 1920s.During his term of office,he carried out lots of work in providing international assistance and protection to refugees.Under his leadership,the International Refugee Organization did lots of research and discussion in regard to refugees’ travel,identification,certification,expulsion and the principle of non-refoulement,the definition of refugee,legal status of refugees and the like.Nansen set up norms by passing international laws or agreements,and eventually constructed a basic legal framework dealing with refugee affairs,which exerts a far-reaching influence upon the development of international refugee law.更多还原
