【Abstract】 When the modern university is increasingly becoming symbols and signs of an integrated national strength and competitiveness,it is "active adaptation" that the need of the university of personnel training to adapt the economic and social development actively,or university take the initiative for serving economic and social development,it seems more concerned about the social responsibility which is carried by the modern university,while less concerned about the higher education law.However,the "active adaptation" is a high idea of higher education,which should be understood and grasped from higher education law.更多还原
