【Abstract】 Shenzhen People’s Net Welfare Index System not only makes governmental functions in the domain of social administration and public service concrete and measurable,but also serves as an important strategic instrument or mechanism for the government to function in social administration and public service and to improve people’s welfare.In a positive sense,the implementing of the People’s Net Welfare Index System may induce a new idea of governing,speed up the conversion and optimization of governmental functions,promote scientific public decision-making of the government and boost the level of people’s net welfare.In a negative sense,however,it may bring about losses of public interests,public financial crises,and waste of public resources.更多还原
