我国资源型城市就业问题研究
Comparison among the Problems of Employment in Resource-based Cities of China
【摘要】 根据资源枯竭型城市吸纳就业的能力明显低于资源未枯竭的城市,更低于非资源型城市理论,分析了资源枯竭型城市在就业方面存在的共性问题:就业结构单一、下岗失业人员众多、职工再就业能力差等。认为我国处于青年期、中年期和衰退期的资源型城市,其资源产业变化和劳动力就业曲线有不同的相关性。目前,我国有依托和无依托的矿业城市以及资源类型不同的矿业城市就业状况不同,国家应该对它们区别对待;比较资源型城市就业的困难程度,发现有些城市困难程度较大,有些一般,有些则较小。我国资源型城市劳动力转移的渠道,主要有横向转移拓展就业空间、纵向转移增加就业岗位和异地转移创造就业岗位三种。
【Abstract】 According to the theory that the capacity to create job opportunities in resource-exhausted cities is not only obviously lower than that in those whose resources have not been depleted,but also much lower than that in non-resource-based cities,common employment problems in resource-exhausted cities are analyzed: single employment structure,a large number of laid-off workers,poor reemployment of workers and so on.It is pointed out that in resource-based cities which are in their youth,middle age or recession period,the changes in the re-source-based industries have corresponding relationship with the curve of labor employment.As far as employment is concerned,mining cities with or without other industries to depend on and cities with different types of mineral resources are in different situation,and thus these cities should be treated differently by our government.By comparing the degrees of difficulties in employment,we can find that in some resource-based cites,the situation of job problems is serious,in some,it is ordinary,and in others,it is slight.Channels for the transfer of urban labor force in resource-based cities in China can be led in the horizontal direction to expand the space of employment,in the vertical direction to create job opportunities,and can also be directed to other cities to find more job positions.
