【摘要】 社会转型期内体育利益分化形成了地域性、阶层性、供需性、群体性、民族性等一系列的利益矛盾。根据现阶段我国体育利益分化特点及利益矛盾的性质提出三步走的战略方针:近期目标以建立利益保障机制、利益补偿为重点,在尽可能短的时间内缓解群体矛盾、地域矛盾,为和谐体育的发展创造必备的先决条件;中期目标是随着市场经济的逐渐发展,体育市场会逐渐成熟,政府体育职能应该从管体育向为体育市场提供各种服务转换,建立完善的利益表达机制、利益协调机制,协调各方利益,实现体育利益相对公平;最终目标是建立体育利益制衡机制,通过利益制衡,实现体育利益真正公平。更多还原

【Abstract】 The text makes a survey on the characteristics of the sports interests division during China’s social transitional period.It is pointed out that the division of sports interests has caused a series of interest conflicts in such aspects as region,class,supply,demand,group and nation.Therefore,according to the features of China’s current-stage sports interests division and the characteristics of the conflicts,the authors put forward the corresponding measures:At the first phase,as far as mass sports are concerned,the system of interest guarantee and interest compensation should be established,thus releasing the conflicts among groups and regions and creating the precondition for the harmonious development of China’s sports.At the second phase,with the development of market economy and the maturing of sports markets,the sport function of our government should shift from managing sports to providing all kinds of services for sports markets,including setting up perfect interest expression mechanisms,establishing interest coordination mechanisms.At the third phase,the ultimatum aim is to establish the balance mechanism of sports interests and via this mechanism the fairness of sports interests can be realized.更多还原
