【摘要】 新型农村合作医疗是国家制定的一项惠及广大农民切身利益的重大社会保障制度。通过对湖北省钟祥市新型农村合作医疗基本运行情况和成效进行分析,从筹资成本、补偿模式、管理资源、管理规范和基层服务方面发现新型农村合作医疗存在筹资成本较大,缺乏稳定的长效筹资机制;基金使用率偏低,补偿模式有待完善;管理资源短缺,管理缺失规范化和监管不力;基层服务能力不强,农民健康需求得不到满足。新型农村合作医疗可持续发展应该加强政府引导作用,完善监管体系,增强工作透明度;调整补偿模式,继续完善"救、合"衔接机制,提高医疗救助水平;建立健全管理体系,加强管理力度,提高管理效率;加强医疗机构基层服务能力,完善农村健康服务体系。更多还原

【Abstract】 The new-model rural cooperative medical care,as an important social security system established by the government,involves the vital interest of the broad masses of farmers.An analysis of the basic operational aspect and effect of the new-model rural cooperative medical service carried out in Zhongxiang City is made and it is found that difficulties exist in cost of financing,compensation mode,manage mental resources,managemental standard and root-grass service as well,such as high cost of financing,lack of a stable long-lasting financing mechanism,a relatively low rate of fund,an imperfect compensationmode,shortage of managemental resources,absence of standardized management and failure to apply full strength in supervision and control;meager root-grass service,and failure to meet farmers’ need for health as well.Suggestions on sustainable development of the new-model rural cooperative medical service are made: strengthening the governmental guidance,perfecting the supervising and controlling system,and improving the degree of openness of work;readjusting the compensation mode,continuing to perfect the connecting mechanism between "salvage" and "cooperation",and improving the level of medical salvage;establishing and perfecting the managemental system,implementing harsher measures to manage,and improving the efficiency of management;strengthening the root-grass-service capability of the medical organizations,and perfecting the rural health care service system.更多还原
