【Abstract】 Theoretical and empirical study shows that government regulation and market mechanism all have their advantages and defectivenesses.It’s a continual problem in the world to find an effective combination of incomplete government and incomplete market.The scientific concept of development in China provides a new chance to achieve an effective combination of market mechanism and government regulation.It’s our basic thinking to establish the index system for estimating the combination validity of local government regulation and market mechanism from three perspectives,the validity of industrial policy,the distribution of financial funds and the cul-tivation of factor market.更多还原
