【摘要】 在高速公路BOT项目风险评价问题中,评价过程是否合理,评价结果是否准确是BOT项目能否成功的关键。本文运用层次分析法原理,在此基础上用指数标度进行改进,对BOT高速公路项目风险进行综合评价。通过此方法在哈尔滨绕城高速公路上的应用,证明评价结果符合实际所面临的风险问题,验证改进层次分析法在BOT高速公路项目风险评价中的有效性和可操作性,可为投资者和项目决策者提供科学合理的参考依据。更多还原

【Abstract】 In the highway build-operate-transfer(BOT) project risk evaluation,the reasonable evaluation process and the accuracy of the results are the keys to the problem.The improved Analytic Hierarchy Process(AHP) was used to assess the BOT highway projects.Through application of the improved Analytic Hierarchy Process in Harbin Ring Expressways, the BOT highway projects in the risk assessment of the effectiveness and feasibility were verified to provide reference for investors and policy makers.更多还原
