【摘要】 对国际水资源配置的发展阶段进行分析和总结,认为水资源配置经历了从初步探索、系统分析与模拟、追求生态环境与社会经济协调发展到注重社会公平与市场调节这4个阶段,并从水资源配置理论、配置方法、配置机制以及配置效果的后效评价4个方面对我国水资源配置研究进行评价和分析,提出水资源配置的发展趋势应以天然与人工复合驱动作用下的水循环过程为基础,以广义水资源为配置对象,协调经济社会与生态环境用水的关系,配置手段应注意管理手段和工程措施并重。更多还原

【Abstract】 The development of water resources rational allocation worldwide is analyzed and summarized.Water resources allocation experiences four stages: initial exploration,systematical analysis and simulation,harmonious development of the ecological environment and the social economy,and social impartiality and market adjustment.Water resources allocation in China is evaluated and analyzed through the following four aspects: allocation theory,allocation methods,allocation mechanisms,and allocation effect evaluation.It is suggested that the development of water allocation be based on the natural and artificial composite water cycle process,focus on general water resources,harmonize the relationship between economic and ecological environment water consumption,and pay equal attention to management and engineering measures.更多还原
