【摘要】 公共服务均等化是当今世界政府公共管理的重要目标。基础教育服务均等化是公共服务均等化的重要内容,是实现社会公平的重要手段和途径。基于国际视野下的公共财政支出角度,分析了发达国家基础教育服务均等化的经验做法。在以河南的典型数据为参考蓝本对基础教育服务进行现实考察的基础上,从财政公平目标出发,提出了我国实现基础教育服务均等化的基本思路。更多还原

【Abstract】 The service equality of the basic education,the key methods of realizing social impartiality,is the important content of the equalization of public services,which is among the crucial goals of the public administration.This article analizes the practice and experience of the service equality of the basic education in some developed countries and Henan Province from the perspective of financial expenditure and the data of Henan Province.And then the author brings forward the basic ideas of realizing the service equality of our basic education from the financial equity.更多还原
