【摘要】 为了深入认识和有效治理农村饮水安全问题,以江汉平原为例,从公共物品的外部性角度,对农村饮水安全的外部性进行了分析。分析结果表明,政府的职责在于根据公共物品外部性特征作出合理的制度安排,内化农村饮水安全的外部性;建立合理的管理和检测制度,加强饮水水源保护和污染治理,探索适宜农村饮水工程的管理制度。更多还原

【Abstract】 To deeply understand and effectively treat problems concerning rural drinking water safety,taking Jianghan Plain as an example,externality of the rural drinking water safety was analyzed from the viewpoint of externality of public goods.The analytic results show that the responsibility of government is to make reasonable institutionary arrangement according to the external characteristics of public goods,and internalizes the externality of rural drinking water safety;a rational management and detection system should be established,protection of sources for drinking water and control of water pollution should be strengthened,and suitable management system for the rural drinking water projects should be explored.更多还原
