【Abstract】 An index system as well as a model for the assessment of urban flood disaster losses was established from the viewpoint of formation mechanism of urban floods.The model was applied to the assessment of disaster losses and the short-term forecast of floods in Harbin City.The results show that the present model can satisfactorily reflect the urban flood disaster losses and will provide a scientific basis for decision-making.更多还原
