【摘要】 城乡低保制度对保护社会低收入群体已经产生了积极作用,但任何一项制度都有如硬币的两面,低保制度在解决了这些群体的"吃饭"问题之后,就存在一部分好逸恶劳的"懒汉",也有部分权力者通过一定方式谋取不正当利益。如何有效地发挥这一制度的作用,就很有必要与就业制度联系起来,二者形成良性共振。为此,我们在实证调研的基础之上,对该制度提出了针对性的政策建议:逐步调整现行低保救助标准;完善收入审核制度,对有劳动能力的青壮年低保者设定最长领取期限;调整低保制度的单一框架,确定分类施保原则;灵活运用低保制度附带的政策福利,使其成为促进就业的激励因素;等等。更多还原
