【摘要】 公共安全活动中由于经济因素的渗入充满了利益冲突。利益冲突主要是公共管理部门和企业为获得个体利益,利益因素影响或危及它们做出正确、客观和公正的判断的一种情形,包括权力与责任的冲突、经济利益与社会责任的冲突、管理冲突和信任冲突等。利益冲突产生的根源为经济利益,形成的重要原因是管理缺位。这些利益冲突可以通过增强自我控制能力、构建制度创新体系、完善社会监督管理体系、加强危机管理和科技创新体系建设来解决。更多还原

【Abstract】 Public security activities are prone to conflicts of interests due to the involvement of economic factors. Conflicts of interests arise because the pursuit of individual interests by the public administration departments and enterprises prevent them from making the correct, impartial and righteous judgment. Conflicts are usually between the rights and responsibilities, economic interests and social responsibilities, management on the side of public departments and distrust on the part of enterprises. All conflicts root in economic interests while the formation of the conflicts is fueled by the absence of management. These conflicts of interest can be settled by enhancing self-control on both sides, building an institutional innovation system, improving the social supervision system and crisis management, strengthening scientific and technological innovation.更多还原
