【摘要】 目的界定社区公共卫生服务包的具体内容,明确福田区社区公共卫生财政投入额度,为建立、完善社区卫生服务补偿机制奠定基础。方法在社区卫生服务项目成本测算的基础上,结合深圳市的人口特点,以不同的人口测算口径对不同财政投入标准下的社区公共卫生服务包内容进行界定,并对社区纯公共卫生服务包的财政缺口进行量化测算。结果2004年标准财政投入下,A型服务包内容为前16项社区公共卫生服务项目,B型服务包涵盖全部39项社区公共卫生服务项目和前6项准公共卫生服务项目。2004年实际财政投入下的社区公共卫生A型服务包仅包括前10项公共卫生服务,B型服务包也仅包括前15.5项公共卫生服务。2004年福田区A型社区纯公共服务包财政缺口为7 488.78万元,B型社区纯公共服务包财政缺口为1 785.36万元。结论政府应加大对社区基本公共卫生服务项目的投入;可建立社区卫生服务专项基金,确保政府财政补助落实到位;建立和完善社区卫生服务的收费标准和价格体系,实现社区卫生服务良性补偿机制。更多还原

【Abstract】 Objective To define the concrete contents,and to set up the financial investment amount of community public health service(CPHS) in Futian District of Shenzhen City so as to lay a basis for set-up and improvement of compensation mechanism of CPHS.Methods Basing on the cost accounting of CPHS items and combining the population feature of Shenzhen,the contents of CPHS package under deferent criteria of financial investment were defined from different angles of population estimate.And the financial gap of pure CPHS package was quantitatively estimated.Results In the standard financial investment from the government in 2004,the contents of type A service package included 16 items of CPHS,and type B service package covered all the 39 items of CPHS and the first 6 items of quasi-CPHS.In the actual financial investment from the government in 2004,the contents of type A service package only included the first 10 items of CPHS,and type B service package only included the first 15.5 items of CPHS and the first 6 items of quasi-CPHS.In 2004 the financial defect of type A pure CPHS package in Futian district was RMB 74 887 800 yuan,and that of type B pure CPHS package was RMB 17 853 600 yuan.Conclusion The governmental investment to the programs of basic CPHS should be enlarged.A special funds for CPHS needs to be set up to guarantee the governmental fanatical subsidy in place.The charge criteria and price system in CPHS should be established and improved so as to get a virtuous compensation mechanism of CPHS.更多还原
